The Centre for Infrastructural and Technological Advancement for the Blind (CITAB) has commended the Joint Admissions and Matriculation Board (JAMB) for its plan to introduce Artificial Intelligence (AI) solutions to improve the Unified Tertiary Matriculation Examination (UTME) experience for blind and visually impaired candidates.
However, the organisation has urged JAMB and relevant authorities to prioritise accessible infrastructure, specialised training and digital inclusion programmes to ensure that the new technology does not become an additional challenge for candidates with visual impairments.
CITAB Executive Chairman, Jolomi Fenemigho, stated this in Lagos on Tuesday, noting that AI-powered examinations can only achieve their purpose when candidates are adequately prepared to use the technology.
He warned that introducing AI-based examination systems without first addressing existing gaps in digital accessibility could create new barriers for blind candidates.
“AI-driven exams sound impressive, but for blind candidates, technology without preparation is a new barrier in a different disguise. When many blind students have never had consistent access to computers, assistive software, or trained instructors, we cannot pretend that simply announcing AI makes the process inclusive.”
Fenemigho explained that true inclusion should begin from schools and learning environments where blind students can develop digital skills before encountering advanced examination technologies.
“You cannot demand that blind candidates suddenly navigate AI-powered examinations when their schools lack even the basic accessible tools required to build computer skills. True inclusion begins with accessible learning environments, not at the examination hall.”
The CITAB chairman called on the Federal Government and Local Government Councils to establish fully equipped resource centres for blind and visually impaired learners across communities and schools.

According to him, the centres should have qualified visually impaired computer instructors who can train students in the use of computers, screen readers, Braille displays, and other assistive technologies.
“These instructors bring both technical expertise and lived experience. They understand the practical challenges blind students face and are uniquely positioned to train them to use computers, screen readers, braille displays, and other assistive technologies with confidence and independence.”
To improve access to digital learning tools, especially in areas affected by unstable power supply, CITAB also recommended the installation of renewable energy solutions, including solar-powered systems, in the proposed resource centres.

The organisation further advised that AI-based examination systems should be introduced gradually through practical training and regular practice before they are incorporated into major examinations such as the UTME.
“You cannot spring AI-enhanced CBT on blind candidates who have only ever depended on human readers or braille question papers. They need time, training, and consistent practice with the very tools that will appear in the exam setting.”
CITAB also urged JAMB, the Federal Government and Local Government Councils to collaborate with disability-focused organisations, accessibility experts and private sector partners to provide specialised equipment, including screen reader-compatible computers, refreshable braille displays and accessible keyboards.
The organisation stressed that regular maintenance of the facilities would be necessary to ensure that blind candidates can consistently access the technology.
Recall that ExamGuide reports that JAMB recently announced plans to leverage Artificial Intelligence to improve examination processes for blind and visually impaired candidates as part of efforts to make the UTME more inclusive and accessible for all applicants.
