According to him, the outgoing Registrar has transformed JAMB into one of the country's most credible public institutions while maintaining high ethical standards throughout his administration.
"It is quite extraordinary what he has done for Nigerian society. He raised the bar of integrity, success and incorruptibility," Qasim said.
He added that Oloyede remained one of the few public officials who consistently chose to do the right thing regardless of the difficulties involved.
"He is one of the few Nigerians who are willing and ready to do what is good at all times, irrespective of the challenges that may occur," he stated.
Qasim stressed that individuals who demonstrate exceptional commitment to national service deserve recognition, noting that appreciating hardworking public servants encourages excellence and inspires others.
"It is important to appreciate good people who have worked hard and acknowledge their efforts," he said.
He also prayed for the outgoing Registrar, wishing him good health and expressing confidence that his track record of service would earn him greater opportunities for national assignments in the future.
